Somalia Recognized as the First Country in the World to Achieve Significant Improvement in Communication Regulation

Somalia has been recognized as the country that has made the largest improvement in global communication regulation reform, according to the International Telecommunication Union (ITU) ICT Regulatory Systems Statistics report, covering the period from 2007 to 2024.

The ITU report published this May 2026 showed that Somalia has risen from a zero level in 2007 to 77.5% in 2024, making it the top country among 15 nations that have made the most significant progress in communication regulation.

This progress has come after major reforms were implemented since the establishment of the National Communication Authority (NCA) in 2018, based on the National Communication Law.

The ITU ICT Regulatory Tracking report measures the level of ICT governance development in 194 countries worldwide. Somalia has now officially joined the third-generation (G3) regulatory level of the ITU, which indicates a level of investment growth and expansion of communication services.

The Director General of the National Communication Authority, Mustafa Yaasiin Sheekh, stated that this recognition reflects Somalia's ongoing efforts since 2018 to build an independent agency and a modern legal framework guiding the communication and technology market.
