The Ministry of Interior, Federal Affairs, and Reconciliation of the self-proclaimed Northeast Somalia has for the first time appointed officials designated for the administration of the Dhahar district in the Haylaan region.

A decree issued by the ministry named a Chairman, Deputy Chairman, and Executive Secretary assigned to the administration of that district, marking the first time that Northeast has appointed an administration for a region governed by Puntland.

This step comes at a time when the Dhahar district previously had a local council and administration elected under the one-person, one-vote system implemented by Puntland, which are officially operating in the district. Therefore, this new appointment has sparked a debate about who legally governs the district and how it may affect the administrative situation in the Sanaag and Haylaan regions.

On the other hand, this move is seen as an attempt by the Northeast administration to demonstrate its political influence in the Sanaag and Haylaan regions, which are governed by the Puntland government.
