Uganda’s Planned Exit Exposes Somalia’s Dangerous Military Vacuum

Mogadishu (WDN) — Somalia is facing a potentially decisive security test: can its government build a national military capable of replacing the foreign forces that have carried much of the burden of the country’s fight against Al-Shabaab?

Uganda’s military chief, Gen. Muhoozi Kainerugaba, has announced that Uganda intends to withdraw all its troops from Somalia by August 1, 2027, declaring that no Ugandan People’s Defence Force (UPDF) personnel will remain in the country after that date.

“We are completely leaving Somalia on August 1, 2027. There will be no UPDF troops in Somalia after that day,” Kainerugaba said in a post on X on August 28, 2026.

Uganda has maintained troops in Somalia since 2007 and has been one of the most important contributors to international security operations against Al-Shabaab. If the announced withdrawal is implemented, it would represent a major blow to Somalia’s security architecture and place enormous pressure on the Somali government to fill the resulting military gap. The announcement also comes at a particularly troubling moment for Somalia.
