The Council of Ministers Begins Implementation Plan for the Constitution 2026–2029

The Council of Ministers of the Federal Republic of Somalia held a meeting today to discuss the Implementation Plan for the Constitution of the Federal Republic of Somalia, which is of great importance to government institutions, the country's politics, and the unity of the Somali Nation.

The Ministry of Justice and Constitutional Affairs of the Federal Republic of Somalia presented before the council the plan for implementing the constitution, its timeline, and methodology, highlighting the key objectives of the implementation of the country's constitution, which specifies ensuring that all articles of the constitution are implemented within the constitutional timeframe of 2026-2029.

Prime Minister Hamza, who chaired the meeting, stated that from the day the President signed and the day it was officially published, the constitution is in effect, but its technical implementation is clearly outlined in the constitution itself, which will take time, especially regarding administrative matters.

The report from the Ministry of Justice and Constitutional Affairs indicated that the council will be presented with a resolution defining the priority tasks of the constitution to be carried out in the next 12 months, considering the circumstances the country is in and the needs required, including committees and institutions that are crucial for the advancement of national work, such as the Judicial Service Council and the National Revenue Agency.

The council also listened to reports on the One Person, One Vote elections that took place in the districts of South West State and the role of the National Media, as well as a report related to the discussions held regarding the electoral issues led by the President of the Republic.

The Council of Ministers approved by majority vote Mr. Mohamed Rabii Yusuf to be promoted to the rank of Ambassador Deputy of the Somalia Mission to the United Nations, making him the second ambassador of Somalia to serve there.

Finally, the council approved policies, agreements, and regulations essential for the development of the Somali Nation, which include:

1- National Policy for the Development of Sports in Somalia 2- Regulation for the Rehabilitation and Unification of the National Social Insurance System 3- Agreement between the Government of Somalia and the Kingdom of Saudi Arabia regarding the promotion and protection of investment exchanges. 4- Renewal of the agreement between the governments of Somalia and Turkey regarding Education. 5- Regulation for the Administration of District Councils in the Banaadir Region.
