Former Rivals Join Forces to Seek Removal of Prosperity Party Government and Establish Inclusive Transitional Administration
Addis Ababa (WDN) — In a stunning development that could reshape Ethiopia’s increasingly fractured political landscape, seven armed and political movements have announced a new alliance dedicated to removing Prime Minister Abiy Ahmed’s government and establishing an inclusive transitional administration.
Calling themselves the Ethiopian Peoples’ Forces Alliance for Survival, the groups said they would coordinate their political and organizational capabilities against the Prosperity Party-led government and seek to establish a transitional government operating under a transitional charter.
The alliance brings together organizations from several of Ethiopia’s most politically and militarily contested regions: the Amhara Fano National Movement, Tigray People’s Liberation Front (TPLF), Oromo Liberation Army (OLA), Ogaden National Liberation Front (ONLF), Afar Revolutionary Democratic Unity Front (Ugugumo), Benishangul Peoples’ Liberation Movement and Gumuz Peoples’ Democratic Movement.
The announcement is particularly striking because some of the groups have previously been adversaries or have pursued competing political and territorial agendas.
A Direct Challenge to Abiy
In their founding statement, the groups accused Abiy’s government of authoritarian and personalist rule, arguing that its policies have contributed to conflict, displacement, insecurity and political repression.
They declared that their immediate objective is to remove what they described as the Prosperity Party’s “personalist and dictatorial system” and replace it with an inclusive transitional government.
Those are the alliance’s allegations and political characterizations, rather than independently established findings. The Ethiopian government had not publicly responded to the announcement at the time of reporting.
The alliance says a transitional administration would seek to halt the country’s armed conflicts, protect civil and democratic rights, restore security, address economic and social pressures and launch an inclusive national and constitutional dialogue.
From Regional Conflicts to a Common Front
The emergence of the alliance comes as Ethiopia faces continuing instability in several regions. Fighting has persisted in parts of Oromia and Amhara, while tensions in Tigray have recently raised fears over the durability of the 2022 Pretoria peace agreement. The TPLF has also declared that agreement effectively dead, according to recent reporting.
The new alliance therefore represents an unusual convergence of forces that have historically had very different relationships with Addis Ababa — and, in some cases, with each other.
Whether the alliance can translate its political declaration into sustained coordination remains uncertain. Its formation does not automatically mean that the seven groups have created a unified military command, and their longstanding differences remain significant.
Nevertheless, the decision to establish a common political framework sends a powerful message about the depth of opposition confronting the federal government.
The Federal System Under Pressure
The development also comes as Ethiopia continues a national dialogue process dealing with fundamental questions about the country’s political system, federal structure, representation, intergovernmental relations and the division of powers between federal and regional authorities.
The National Dialogue Commission says it has gathered agendas from across much of the country and is preparing for further stages of the dialogue process. Prime Minister Abiy has publicly said his government is prepared to consider recommendations emerging from that process.
The new alliance, however, suggests that significant armed opposition movements remain outside the government’s political framework. That creates a profound challenge for any attempt to achieve a national political settlement through dialogue alone.
The significance of the announcement lies not simply in the number of organizations involved, but in the breadth of the geographical and political opposition now represented.
From Tigray and Amhara to Oromia, the Somali Region, Afar and Benishangul-Gumuz, the alliance brings together movements rooted in regions with distinct grievances and political demands.
The groups say their ultimate objective is not merely to defeat the current government, but to open what they describe as a new transitional chapter based on an inclusive political process, constitutional dialogue and the protection of rights.
For Ethiopia, however, the immediate question is whether this extraordinary alliance will become a platform for political negotiation or another chapter in the country’s cycle of armed confrontation.
Either way, the formation of the Alliance for Survival represents a remarkable moment: groups that once stood on very different sides of Ethiopia’s conflicts have now found common ground in their opposition to Abiy Ahmed’s government.
The alliance has changed the political equation. What remains uncertain is whether Addis Ababa will respond with renewed confrontation, political engagement — or a combination of both.
