Protesters Reject Hirshabelle Vote as Political Disputes Threaten to Deepen Somalia’s Federal Fragmentation
Beledweyne (WDN) — Somalia’s political fragmentation is once again spilling into the streets. Hundreds of residents, politicians, elders and community figures gathered in Beledweyne on Thursday, protesting against the planned Hirshabelle leadership election and accusing the Federal Government and Hirshabelle authorities of pursuing a political process without sufficient local consensus.
The demonstrations mark a dramatic escalation in a dispute that has been building for weeks and now threatens to destabilize relations between Hiiraan and Middle Shabelle, the two regions that make up Hirshabelle State.
At the heart of the confrontation is a demand from influential Hiiraan politicians and elders that no election should proceed until a political agreement is reached on representation and power-sharing.
“If You Reject Us, We Reject You”
MP Gurey, speaking at the demonstration, delivered a blunt message to President Hassan Sheikh Mohamud and Hirshabelle authorities.
“If you reject us, we reject you too,” he said, rejecting what he described as the Hirshabelle election process and warning against governing through clan-based political arrangements.
Another lawmaker, Mohamed Buraale, said there had previously been an understanding that political power within Hirshabelle would be shared between Hiiraan and Middle Shabelle.
He accused Middle Shabelle of effectively controlling both the state capital and the presidency and warned that failure to resolve the dispute could lead to demands for an alternative political arrangement.
A State Already Under Strain
The confrontation is not occurring in isolation. Hirshabelle Vice President Yusuf Hagar Dabageed has accused President Hassan Sheikh of abandoning an earlier understanding that the Hawadle community would be considered for the Hirshabelle presidency. The allegation has been denied or disputed politically and has become one of the central grievances surrounding the election.
The dispute intensified after the Justice and Unity Party (JSP) nominated incumbent Hirshabelle President Ali Abdullahi Hussein Guudlaawe as its candidate for another term.
That decision has further divided political opinion in Hiiraan, where influential figures have demanded that the electoral process be suspended until an agreement is reached.
From Federal Dispute to State-Level Crisis
The developments are becoming a wider test of Somalia’s federal political system.
The Federal Government has promoted a direct electoral model, while opponents have raised concerns over political consensus, representation and the distribution of power among Somalia’s regions and communities.
The dispute in Hirshabelle now raises a more fundamental question: what happens when a regional election is regarded by a significant part of one constituent region as lacking political consent?
For Hiiraan’s political leaders, the answer appears increasingly confrontational. For the Federal Government, the challenge is to prevent a regional electoral dispute from becoming another centre of political confrontation.
The Federal System Under Pressure
The crisis comes after months of widening political divisions across Somalia, with disputes over elections, constitutional changes and the relationship between Mogadishu and the federal member states.
Critics of President Hassan Sheikh’s approach argue that political arrangements backed by Villa Somalia risk weakening the federal system by empowering preferred candidates and bypassing negotiated agreements.
Those accusations are contested, and the political positions of the various federal and regional actors remain sharply divided. But the developments in Beledweyne demonstrate that the dispute is no longer confined to political meetings in Mogadishu. It has reached the streets.
The protests in Beledweyne, together with previous opposition to the electoral process from Hiiraan politicians and elders, show how quickly a dispute over one regional presidency can become a broader confrontation over political representation and federal authority.
A Warning for Hirshabelle — and Somalia
Somalia’s federal structure was designed to distribute political authority among the federal government and member states. Yet the latest confrontation exposes how fragile that arrangement can become when elections are pursued without agreement among competing political constituencies.
The danger is not simply another disputed regional election. It is the possibility that political disagreements in one federal state begin to reproduce themselves across the country, deepening the fragmentation already visible in Somalia’s national politics.
For now, the immediate flashpoint is Beledweyne. But the question hanging over Hirshabelle is much larger: Can a regional government survive when one of its constituent regions says the political process no longer represents its interests?
The answer may determine whether the current crisis remains a Hirshabelle dispute — or becomes another chapter in Somalia’s widening political fragmentation.
