Mogadishu (Caasimada Online) – Somalia has been recognized as the country that has made the largest improvement in the world regarding the reform of telecommunications regulations, according to the ICT indicators statistics from the International Telecommunication Union (ITU) since its launch until the year 2024.

This has made Somalia the country with the greatest progress among all evaluated countries during that period. According to the ITU report released this May 2026, Somalia's overall score in the telecommunications regulation and technology statistics has risen from 0.0 in 2007 to 77.5% in 2024, representing an increase of +77.5 points.

Somalia has secured the top position among 15 countries noted for making the most progress in the reform of telecommunications regulation.

This change has been driven by reforms made since the establishment of the national telecommunications authority in 2018, based on the national telecommunications law.

The ICT indicators tracking report is one of the key tools used by ITU to measure the level of development of ICT governance systems in 194 countries.

This progress has officially placed Somalia at the third-generation (G3) regulatory level of ITU, which is described as the level of “investment growth and service accessibility.”

The Director General of the national telecommunications authority, Mustafa Yasin Sheikh, described this recognition as a reflection of Somalia's efforts since 2018 to build a reliable independent authority and a modern legal framework guiding the telecommunications and technology market.

“Moving from zero points to reaching the top-ranking countries that have made improvements in the world is an important step, but our priority remains strengthening market competition, expanding service accessibility, and enhancing consumer rights protection,” said the Director.

Additionally, the Director noted that this report is a testament to the government's efforts with stakeholders in the telecommunications and technology sectors, telecommunications companies, and international partners who continue to support Somalia's digital transformation.

Since 2019, the national telecommunications authority has established and implemented comprehensive legal regulatory frameworks, which were prepared through an open consultative process.

These laws include a unified licensing system, regulations for interconnection of telecommunications companies, wave management systems, and the national plan for telecommunications waves, service quality procedures, and consumer protection, as well as numbering systems and strategies for developing new technologies to achieve reliable and sustainable infrastructure.
