The Civil Service Commission of the Federal Government Takes a Major Step Against Hamza

Mogadishu (Caasimada Online) – The civil service commission of the government today implemented the resolution from the House of the People of Somalia that annulled the recent decision from the office of Prime Minister Hamza Abdi Barre regarding the filling of positions of department heads in ministries and other government agencies through a competitive process.

The parliamentary leadership issued an order on Thursday that the civil service commission of the government be independent in carrying out its duties and executing the legally mandated tasks, which include recruitment, appointment, and promotion of civil servants. It was also instructed to comply with the independence of government agencies related to implementation, judiciary, and legislation concerning employment matters.

Following this, the commission ultimately complied with the parliamentary action and halted the advertised positions of the heads of the human resources departments of the ministries and government agencies. This action is a significant setback for the Prime Minister, who intended to reform the government workforce.

“In implementing the resolution of the House of the People with reference number: GHSH/B-11/23/09/2026, dated 23/09/2026, which aims to annul Law No. 132 of 11/05/2025 and the resolution to enhance the open competitive process for government employees as issued by the Prime Minister No. 205 of 17/09/2026. According to Article 1 of the resolution of the House of the People BJFS, the advertised positions of the Heads of the Human Resources Department of the Ministry & Government Agencies have been suspended,” the civil service commission stated in its announcement.

Additionally, all ministries and federal government agencies of Somalia were instructed to fulfill their obligations regarding the implementation of the resolution of the House of the People.

The announcement also added, “Therefore, in accordance with Article 2 of the resolution and Articles 158 and 159 of the Constitution of the Federal Republic of Somalia, the Federal Civil Service Commission will carry out its duties in accordance with the Constitution, and the Commission will provide regular reports to the House of the People regarding the implementation of the resolution and its operational steps.”

However, this situation has led to a power struggle that has quickly emerged between the parliamentary leadership and the office of the Prime Minister. The rivalry between the two offices is seen as rooted in the competition for power and political influence in the country.
