The Civil Service Commission Issues Order Regarding Review of Resolution Previously Approved by the House of the People

The National Civil Service Commission of the Federal Government of Somalia has issued an official statement regarding the implementation and review of the House of the People's Resolution , which has been sent to the Ministries and Agencies of the Federal Government.

The statement, dated 26/09/2026 , and signed by the Chairman of the Civil Service Commission, indicates that the resolution previously submitted by the House of the People will be implemented, referencing GSHH/B-11/23/09/2026 , and relates to the regulations and procedures for government employees.

The Commission noted that this resolution refers to the Civil Service Law No. 132 of May 11, 2025 , and another resolution regarding the open competition process for government employees , which originated from the Office of the Prime Minister.

According to the statement, Directors of Human Resource Departments in the Ministries and Agencies of the Federal Government are expected to closely participate in the task and fulfill their responsibilities regarding the implementation of the resolution.

The Civil Service Commission has also instructed the Ministries and Agencies of the Federal Government to take responsibility for the implementation and review of the House of the People's Resolution , in accordance with the provisions of the law and the Federal Constitution of Somalia.

The statement specifically mentions Article 2 of the Resolution , as well as Articles 158 and 159 of the Constitution of the Federal Republic of Somalia , which are the basis for the responsibilities and work of government agencies in this matter.

The Commission stated that this step is part of the process to ensure that resolutions and regulations related to government employees are conducted through the legal framework, with the relevant agencies expected to fulfill their obligations.

The statement is signed by Xasan Abshirow Maxamed, Chairman of the Civil Service Commission , and has been sent to the Ministry of Labor and Government Agency, the Office of the Prime Minister, the Chairman of the House of the People, and the Presidential Office.
